The point of an OS is process control. Filesystems are just a group
of resources that processes will be granted access to.
The cornerstone command of an OS is the kill-equivalent. If and OS
doesn't allow me, as the sysadmin, can't arbitrarily shutdown any process,
freeing all of its resources and cleaning up completely, regardless of
the activity or lack thereof of the process in question, then I have no
choice but to reboot the OS at arbitrary and unpredictable times. Which
means that there are a great many things for which a machine running
that OS is simply unsuitable.
