Perhaps you are thinking of OS/2 2.0, a 32-bit product? OS/2 1.0 though
1.3 were 16-bit products.

In the OS/2 1.x timeframe, OS/2 was a joint Microsoft and IBM project. I 
remember seeing training video from Microsoft stating that OS/2 was the 
replacement for DOS, that Windows was just this temporary thing for DOS 
users to use until they upgraded to OS/2. And Microsoft added, that if 
you think OS/2 is cool now, wait until we have the 32-bit version. This 
video was produced around 1988 I think.
