under X several elements combine to establish a GUI: the window
manager, any GUI libraries you might use, and perhaps a few dozen
other things.  X, by itself, is, as you say, just a windowing system.

OS/2 has, as i understand, a B-grade security classification (UNIX is
C-2; i think VMS is B grade with the security option installed).
since OS/2 predates POSIX, and POSIX is (imo) a waste anyway, i won't
fault OS/2 for failing to comply.
