Most DOS applications use DOS only as program loader and then go
to hardware directly. Very little number of DOS apps use DOS as an OS,
thence practically nobody has written apps for _DOS_; there are many
apps working on raw PC hardware - so there. 

On other hand, Windows 3.x phenomena still contradicts original point.
Windows 3.x is hopeless rubbish, but most Win16 apps access hardware via
it's services, using Win3.x as an OS. And there are _many_ Win16 apps.
Admittedly, most of these apps are hopeless rubbish too...
