Well, if you want to be realistic, getting a faster HD with a SCSI or 
EIDE interface, and at least 12 megs of ram is more useful than upgrading 
the CPU with '95.  Most computers over a year old have HD and interfaces 
capable of no more than 1.5 megs/sec.  I just bought an EIDE interface 
and a 1280 meg WD EIDE drive, and it does 13 Megs/sec, with an average 
8.7 ms seek time, and swapping time has been reduced drastically.
It is the virtual memory management that slows task launching and GUI 
changes; speeding up this weak link is the most beneficial thing you can 
do to a '95 PC.

13 megs a second on the HD!  That's faster than any of the busses on my 
Amiga!

It is also a mistake to install '95 over 3.x without scrapping the old 
.ini files.  They launch useless and sometimes harmful drivers.
