About four million of the 7 million were preloads. So only about >three million people actually *bought* Windows 95... The Wall St journal reported 7 million sold in the 3rd quarter (OEM and retail upgrades) for August-September and a total (approx) of 17 - 19 million by the end of the year, with no break out for OEM/retail. Most analysts guestimates before the launch were in the 20 - 30 million range, with Dataquest at the high end (30M). The article also said that at about 18M units in 4.5 months it is the best selling software package ever in that amount of time. True, Win95 did not do as well as some projected, hoped or wanted it to. It is still a bigger hit than Win 3.0 or Win 3.1 were in the same amount of time and in percent of market gained. Two years after Win 3.0 was launched, DOS applications still outsold Win apps.
