The keyword here is "optimally".  What application mixture can you
optimally run on your NT box with 16MB of RAM?  Visual C++ itself seems 
to need more than 16 MB RAM to run optimally on NT.  OTOH, if the only
apps of interest are Solitaire and Minesweep (or whatever its name is),
16 MB is more than enough for optimal performance :-)
