That's certainly a necessary part of a "Dream OS". But even more important
is

a) that there is a minimum size for that dragging bit, and
b) that the contents move as you drag

But maybe we should put away with "dragging" all along and go with the
method UPS implements: Click somewhere. then move the mouse away a bit. The
thing will scroll that way, the faster the further you moved. No need to
move the mouse anymore until you are where you want to go.
It takes some getting used to (a lot, actually), but it is kind of nifty. I
can't decide which one I prefer (conveniently, UPS allows the other method
as well, with another mouse button. It just ignores point a from the above
list).
