The answer to this question depends upon the language you are talking 
about.  If you talking about Fortran, then yes, there is a product
marketed by Sequent that will find loop-level parallelism and even do 
some inter-procedural analysis.  

KAP/Sequent is a powerful Fortran optimizer which discovers parallelism 
within Fortran code automatically.  KAP/Sequent uses state-of-the-art 
data dependence and code analysis techniques to aid in writing parallel
programs and to convert serial programs to parallel form.
