I'm surprised that in this discussion an old proposal that seemed to
make very good sense has been ignored.  Someone proposed about a year
ago that some configuration option be set at the time of installation
which would guide the choice between security and simplicity.  For
example, the system would be shipped with two password files, and the
appropriate one would be copied into /etc for the initial configuration.
