Yes...I get it from tesla.ee.cornell.edu .
The latest version, as far as I know, is in /pub/tcsh/tcsh-6.03.tar.Z .
Follow the instructions for configuring, making, and installing it .

There also may be a compiled version at archive.latrobe.edu.au in
/pub/sgi .  I don't know, never been there.

There also may be a compiled version at bu.edu in
/binary/tcsh/5.20 . Again, I don't know, never been there.
