xv-2.21 is in the X11 contrib area on export.lcs.mit.edu (and
presumably its mirror sites) and compiles cleanly on the IRIS (just
use xmkmf). The latest version reads GIF, JPEG, TIFF, PBM and others.
It only displays 8bit colormap, though.
