So my question is whether TI's X11 Server is indeed a complete
rewrite in Common Lisp. If so, I wonder if TI would consider
releasing it or at least licensing it to Symbolics for a very
    reasonable fee?

It's more of a port than a rewrite: much of the structure is taken from
the MIT sample server. It's also done in TI Common Lisp, not portable
Common Lisp. There are a lot of system dependencies (mouse handling,
font formats, etc) that may make things difficult. Anyway, I'm
forwarding Mr. Mayka's message to the manager in charge, and we'll see
what he says.
