Need some more  information to process this question.  What kind of scanner
did your friend use?  Many software programs allow you to save the scanned
image as TIFF.  If not, what format is it saved in?  Many graphics programs
will read in several different graphics formats and then the image can be
exported back out into TIFF.  There are also several graphics translators 
out there.

So.. to give you specifics we need to know the following:
a) what kind of computer system is your friend using
b) check to see if the scanning software won't save as tiff
b) Will the software s/he's using allow the image to be saved as TIFF?
c) If not, what format does it save in?
