The DTD May Not Be Enough: SGML Declarations
by Wayne Wohler, Advisory Engineer with IBM in Boulder,
    Colorado.

This is part II of a three-part tutorial on the SGML
Declaration. The Declaration is a little-understood piece of
SGML, and can solve many problems that users encounter in
implementing SGML in their organizations. This tutorial
series attempts to explain the Declaration and its use.

Part II describes the Reference Concrete Syntax.
