I've done this for our dept (but not at 14 pt). If I recall correctly, 
if you redefine the makechapter stuff, it will fix all the headings which
are done with chapter. If this is in error, please email, and I will send 
the style file. Remember that these must be preceded by \makeatletter and
followed by \makeatother if they are in your tex file (as opposed to a 
style file).
