I have just solved this exact same problem. My ``problem'' was that I
am using dvips / ghostscript (v4.03), and apparently ghostscript gets
the margins wrong. Latex'ing and printing the file ``testpage.tex''[1]
showed me by how much (17mm), so I changed the config.ps file to
include the line
O 0mm,-17mm
and all is now fine.
Hope this helps.
[1] In my teTeX distribution it was found in
.../teTeX/texmf/tex/latex/base/testpage.tex.
