\maketitle changes the page style of the first page to plain. This is
good for styles which set headers, but destructive for empty and also
for any user defined page styles.

The following revision of the article \maketitle lets you define your own style
for the title page:

\def\maketitle{\@ifnextchar[{\@mtitle}{\@mtitle[plain]}}

\def\@mtitle[#1]{\par
 \begingroup
 \def\thefootnote{\fnsymbol{footnote}}
 \def\@makefnmark{\hbox 
 to 0pt{$^{\@thefnmark}$\hss}} 
 \if@twocolumn 
 \twocolumn[\@maketitle] 
 \else \newpage
 \global\@topnum\z@ \@maketitle \fi\thispagestyle{#1}\@thanks
 \endgroup
 \setcounter{footnote}{0}
 \let\maketitle\relax
 \let\@maketitle\relax
 \gdef\@thanks{}\gdef\@author{}\gdef\@title{}\let\thanks\relax}

Simply write

	\maketitle[empty]

to get the desired effect.
