Section 22 of the Troff User Manual describes the language. groff itself appears to be reverse engineered from the User Manual. The manual can be ordered from AT&T/NCR (DWB Manual) or UNIX Tenth Edition, Vol. II, Saunders College Publishing. groff has made changes to the "official" definition. Since Brian Kernighan invented the language, I consider him to be the only one entitled to change it.
