8 bit characters in (La)TeX

Is it possible to have 8 bit characters in a (La)TeX file?

For example, can some character with the 8th bit set be used to represent
the sequence \'e (e with acute accent).

Of course, people using international character sets will recognize this as
an attempt to customize TeX for languages other than English.

Thanks,
