TeX (LaTeX IS TeX) does not set text, it sets rectangular boxes. The
dvi language does not cover rotation of text. Therefore your dvi
driver will have to do the work under the instruction of \special
commands. if you get either Rokicki's dvips or Clark's dvitops you
will find details in the documentation of how to rotate tables if your
target is a PostScript printer.
