I am looking for a text formatting system to run under MS-DOS that doesn't use 
its own fonts.  In other words, I want to produce output for a variety of 
printers, from simple dot matrix to sophisticated laser, that takes advantage
of the fonts available on the printer without resorting to graphics mode
printing.

Why?  Because dumping graphics to most printers takes forever, and the font
definition files use up vast amounts of disk space.

Things like TeX and Troff (and their MS-DOS versions) all seem to adopt the
philosophy of providing their own fonts so that very similar output can be
achieved on all devices.

I want to take the opposite approach - making full use of the different 
facilities that are built in to each printer, and yet having a single input
file with device-independent markup.  This will mean that the output will be
very plain on a basic Epson-compatible dot matrix, and potentially quite flash
on something like an HP Laserjet III, but always reasonably fast.
