To all purposes the internet isl like a new country. Doe it really matter where the server is located? I you are in one country and your work ends up stored in another country`s server... where is your code? To whom does it belong? If n your country some material is legal and illegalin another country, which laws apply? There is a universality to the internet (Internet, with capital letters), that trascends old notions of sovereignty and makes us internauts double citizens. But then, how can we regulate the internet if its desirable or even feasible? Do you really care if the domain is specific to one country or are you just concerned in that the domain is actually reachable? But then to most ofus theinternet is free! Actually the ptice is zero, since it is distributed and shared, so no one can be held responsible for the actual cost. In technical terms, the marginal cost is zero and the price is zero in a very concurred market, yet there is a (sunken) cost to the material support of the internet. Who makes decisions in this scenario? Once you pay your share to the entry into this country, either by paying an ISP or indirectly throughtuition or even markets, under whoe sovereignty you fall? Should the W3 be given the attributions of a country`s government? Should we play by the rules of the country we are in or bythe country the server is located in or should we let rules grow up alone like netiquette or even be concocted distributely? Wher do you go if your passwords are stolen, for instance? If you publish whateverand it gets published in a private server, do you lose your right, do they pass to the owner of the server or youhave the right to keep them because you are the publisher? What if the private owner decides to close the server with *your* material... who protects us? The grace of the internet is that it is worlwide and open *and* distributed. But servers are physically owned! Shouldn`t we treat servers and their locations as extraterritoriality, to guarantee the INDIVIDUALS access and protection to his materila or others` materials? Cybercrimes are treated as federal crimes, but their scope is international. Jurisction turns into a problem, where every planet, I mean, country, is opaque and can turn this opaqueness to its advantage. How can we prevent big server owners from swiching names, reealing passwords, claiming property rights to the information stored in their servers, control access to material, etc? Even identity is a problem! A huge probelm deriving from the lack of cenrtalization... An internet governemnt... As the market, theepithome of ordered anarchy, self organized control and distributed information summarized by simple quantities (prices) and decisions (buy/sell), has flaw that are solved through centralized control government, a delicate equilibrium between oth extremes to guarantee the maximum output, the same way the internet requires a measure of centralization, *independent centralization* t bring out the full benefits of internet at theleast cost to the individual, but with an additional advantage: WE CAN USE TECHNOLOGY TO ACHIEVE FAIRNESS AND IMPARTIALITY. Indeed, the internet is per se the place of residence of alll countries, all materials, the seed to bring unty and to iron out discrepancies among countries. A citizenship card, the access to all information, the opportunity to ensure fair rules and equaity... WHER IS THE INTERNET? Fabrizio J Bonsignore, now Danilo J Bonsignore
