I attempted to re-install Win95 because I became so frustrated with Win98, but it exhibited similar problems too. I finally discovered that I had a heat problem inside of the case. Win98 (95 too) makes the cd-rom and hard drive spin alot for a long time when being installed ... and more heat is generated than normal. Once I opened the case and pointed a floor fan inside, then everything went smooth as silk. Also, I did what everybody else has already said ... a clean install of Win98.
