sShortDate and sLongDate parser

Sorry if this is a duplicate posting. Apparently there were some problems
with my original post last week.

I am looking for a routine that can parse the sShortDate and sLongDate
strings of the intl section of win.ini. For example, given three integers
representing year, month, and day, this routine would generate a date
string according to the format specified in sShortDate.

Also, where can I find more information on the exact format of these
strings? In particular, it would be nice to know what strings are
considered illegal.

Any help will be greatly appreciated. If responding by mail, please
send your reply to hom@novell.com.
