Windows 3.1 SmartDrv sluggishness

I just upgraded my system to run Windows 3.1.
The performance is terrible compared to running Windows 3.0. Can anyone
give me some advice. My configuration is:
486/33 with 16Meg of RAM.
STB PowerGraph SVGA (running Windows 3.0 driver).
Microsoft Mouse.
210 Meg IDE Hard Drive.
MS-DOS 5.0.

If I run the new SmartDrv.Exe with standard defaults, or 4096 4096, or 8192 8192,
the system runs really slow. DDE Applications run slowly (Windows 3.0 based
communication that took 1 - 2 seconds, now take 30 - 40 seconds). DDE is the
old message based rather than the new DLL based.

If I disable the new SmartDrv.Exe and run no cache, performance gets better.
DDE operations now are in the 10 second range.

I was told that Windows 3.1 is better/faster, etc.

PS: The CVW from the Windows 3.0 SDK no longer works, and the line to order
it has been jammed all day.
