Windows Icons

Why is it that when you run 'Setup Applications' Windows will go out and
build icons and place them in the `Non-Windows Applications' group for
programs like Norton, DBase, Lotus, etc. but when I define my own PIF
with the editor Setup does not build the icon. Is there obviously something
other than the PIF file that builds the icon?
