DOS Error in DOS App under Windows

I have been trying to run a DOS App under Windows 3..
It is a homegrown application.
Whenever I TRY to start it up Windows comes back with an error 
box stating Unexpected DOS Error: 14.
Does anyone have any suggestions?
This is the only application I have seen this.
