No.  Borland C++ comes with everything you need to write Windows 3.0
programs.  The ONLY thing it does not do that the SDK will do is allow you
to create Windows Help compatible help files.  I consider this a oversight
and I expect it to be corrected by Borland.

The original discussion was whether or not Borland included a set of class
libraries to encapsulate the Windows functions or whether you had to create
that yourself.
