Question: Dev. Driver/TSR Interrupts Behind Windows

I have a question for one of you 32-bit assembly gurus. When I install a
device driver from CONFIG.SYS or load a TSR from AUTOEXEC.BAT that services
interrupts (such as a serial driver or fax-driver) and then run Windows 3.x,
what happens when an interrupt comes in?

I'm a little unclear as to what goes on when I load a device-driver or TSR
that runs in real mode and run Windows. Are the interrupts pre-emptively
serviced? Or does windows time-slice a virtual machine session for DOS (this
doesn't sound likely).
