Well there are two things to consider here:

1) Can you even get an EISA S3 card. Otherwise your video throughput
   will be through 16-bit ISA even though you have an EISA motherboard?

2) Will the slower (EISA is 8 MHz, Local Bus will probably be 33 MHz)
   EISA video more than make up for the faster EISA disk trasfer rates
   in terms of slowing down system performance?

Also to be considered:

Will EISA's added capabilities (bus mastering DMA, auto configuration,
etc) make the machine faster? Can you get inexpensive EISA cards for
most applications yet?

Will some local bus adapter design become a de-facto standard? If so,
machines with more than one local bus adapter may appear, so you can
hang a disk controller etc. off it (there is already a machine adver-
tised with TWO local bus slots. Unfortunately they only offer an ET-
4000 based video card with it).
