No.

This is possible with both 386SX AND 386DX. You need to be running
in enhanced mode. There is a checkbox in the PIF file editor where
you can tell it to run in a window. If you want your DOS session to
run in the background you also have to have the checkbox for back-
ground running checked, otherwise the task comes to a stop when sent
to the background. You can also set foreground and background prior-
rities. If you set the background priority really low you can for-
mat diskettes in the background WITHOUT making the machine slow to
a crawl, as Windows will preemptively multitask the DOS session's 
virtual machine (you'll notice formatting slow down as you type in
the foreground but speed up again when you stop typing).
