Problem with Favorites using IE 3.0

Using IE 3.0 on Windows 95. I can add Favorites just fine, but when I
attempt to actually use a favorite I just get a beep (no error message) and
the desire URL is not opened.

I looked at the actual contents of the Favorites folders and they look
okay. Any ideas?
