Problem with Win 3.0 Video Drivers in Win 3.1

Is it possible that using Windows 3.0 video drivers could cause problems in Dos
Graphics programs running from Windows 3.1?  Programs like Fractint and Cshow 
just display the image all over the screen in a seemingly random way if they're
run from Windows (3.1).

BTW where can I get those ETTurbo Drivers?  Any ftp sites?
