HELP: Win3.0/Comport3 Terminal problem

Could someone please help me?

My modem is installed under Com3.  The Windows 3.0 Terminal program
refuses to work from com3.  It reports that com3 is assigned to a
DOS application; it asks if I want to change the com port to the
Windows application; replying yes does nothing.

There ARE dip switches on the card to change the port, but I am not
certain that this works.  As well, my mouse is under com1; leaving
com2 in-between.  Odd, isn't it?  What can I do?  Any information
I receive will be GREATLY appreciated.  Thank-you very much.
