can't install MPU-IPC driver in Win3.1

I don't know if this is a FAQ question (I couldn't find a FAQ anyways):

I cannot install my Roland MPU-IPC interface card in Win 3.1
In fact, I cannot find any MidiMapper icon (as per the manual's instruction)
in order to change MIDI settings. When I try to install the driver (MPU-401)
the operation fails due to a 'hardware configuration' problem. Then
a dialog box comes up to select the IRQ and base port address.
Since my MPU-IPC does not have any switches to select these paramaters, I
have to choose IRQ2/9, and port 330H. The driver installation is
attempted, and immediately the speaker starts blaring noise, and the
computer is wedged--requiring a hard reset. I have to remove the
references to MPU-401 in system.ini, or the same thing happens when
windows reboots. I have a very vanilla setup, and cannot figure out
what is going on... (help!)
