David: Before trashing your entire system, make sure you aren't running any mail programs. There's been numerous reports of programs like Outlook, Eudora etc 'hogging' the Windows messaging queue. It seems just a touch strange that double clicking on an .exe produces NO results or messages at all. Try looking at the Task Manager once you've double clicked on it to see if it's launched a new process. If you HAVE got mail programs running, make sure you've closed them before running a setup.
