      This is called misleading. This is the key technic and live line
  of the western journalism.
      Read the sentence seperately, there is no problem in it, but consider
  the whole event it's describing, it's completely outrageous.
      Another recent example is, in every report that mentions Li DengHui's
  US trip, you will read something like "Chinese regards Taiwan as a rebelling
  province", it give readers an impression that Taiwanese or most of Taiwanee
  don't regard Taiwan as part of China and seek independence, for the majority
  of Americans who don't know where the hell is China or Taiwan, China will
  for sure be an evil empire.
