"CTLoad.Com" doesn't work in Windows'ME

I obtained a copy of the CTLoad.exe download file containing the
CTLoad.Com utility.  It's suppose to be able to load device drivers
using a DOS command line entry in lieu of being entered as a
Config.sys command.

It works fine in Windows'98, but when I try to use it in Windows'ME,
it returns the error message "Unknown version of DOS!".  Windows'ME
doesn't accommodate the use of Config.sys, so it would really be
useful there.

Is there a way to make CTLoad.Com work in Windows'ME?
