I had this same problem with the SB16 PCI, only with music software.
There is a fix:

If you'll go to Creative Labs TEch Support web site
(www.creativehelp.com), you'll find 2 different DOS driver packages.
Actually, they're for Win 3.1 AND Dos both.  The one you want is for
Plug&Play applications.  (Misleading, but the programs are in there.)

If you're running under Win98, you'll need to  either boot up in DOS,
or open a DOS window.  There's an install program that will install
the SB16 emulators for that session, and also a diagnostic program to
make sure that your ports are set to standard.  (DOesn't always happen
with the SB16 PCI when you install it.)

When it's installed, a message will let you know that the SB16
emulation mode is operating.

Frenkly, however, this was so tedious that I bought a used SB16 ISA
card and use that instead.  WRoks fine under both DOS and Win98.
