Apparently, anything that limits your visibility (or could, potentially) is frowned upon. You have to have your car inspected yearly, and they check the wipers, lights, brakes, etc. I would think that he would still be at fault also, PF. If you can't see out of your windshield, you should know better than to drive the damn car. Wasn't he also speeding??
