M$ memo to stop open software (Linux, Apache)

There is an internal memo from Microsoft that has been placed
on the web. It discusses the open source software model, how it
threatens M$, and outlines some possible actions to prevent
open source software from succeeding. Specifically discussed are
Linux and Apache. One of the options discussed is to ruin the
existing open standards for tcp/ip and other internet protocols that
are relied on by both Linux and Apache. Mention of an apparently
similar attack on the java language is made, but I've got no further
information on that.

The memo is annotated by Eric Raymond, and is located on his web site at:
http://earthspace.net/esr/halloween.html

Also the really cynical side of me wonders if this was "leaked" only to
show that M$ is under such incredible pressure from competitors that it
couldn't possibly be found to be a monopoly in the current litigation.
