This part is easy - 28 games.
1v2, 1v3, 1v4, 1v5, 1v6, 1v7, 1v8
2v3, 2v4, 2v5, 2v6, 2v7, 2v8
3v4, 3v5, 3v6, 3v7, 3v8
4v5, 4v6, 4v7, 4v8
5v6, 5v7, 5v8
6v7, 6v8
7v8

I believe this part is impossible. Take team 1's games:
1v2, 1v3, 1v4, 1v5, 1v6, 1v7, 1v8
If 1v2 is played on team 1's home course, then all the others must be played
on the opposition's home course. This leaves only team 2 yet to play at
home, and it would be done in 2v3. After those 8 games, you have run out of
courses. Same happens no matter what you try.
