DECstation 3100 test 3 fails

I've got a DECstation 3100 (firmware 6.71 IIRC) which lately exhibits
the following problem:
when booting with a keyboard and mouse (which both have been tested to
flawlessly work on other DECstations) it counts down the tests to three
and then says failure - press reset. Upon powerup the keyboard's LEDs
flash briefly, and hitting a key lets the keyboard's built-in speaker
beep, but no input (eg. return, ^c) seems to be recognized by the
DECstation. Are the DECstation's input chips fatally damaged? Can it
somehow still be persuaded to boot beyond test 3?
