Hi, a friend of mine in Finland is considering coming to CU Boulder
for his Ph.D. in Chemical Engineering and asked me the following
question:

     Are things pretty stable there?  I mean, if I do go there I don't
     want to find out a year after I arrive that there's no money for
     research or that my stipend, or whatever funding I get, is being
     cut.

So what do you say?
