Not all homosexuals are gay men.
Not all gay men have AIDS (or are HIV+).
Not all people with AIDS (or who are HIV+) are gay men.
Not all sex between gay men is anal sex.
Not all anal sex occurs between gay men.
Not all anal sex spreads HIV (e.g., protected sex).
Not all HIV-spreading activity is sex.
Not all HIV-spreading sex is anal.
Not all HIV-spreading sex (of any kind) occurs between gay men.

I'm sure I missed additional untrue assumptions in your proposition,
but these seemed (to me) to be the most glaring.

In light of the above facts--and in light of the fact that most of
these facts are still true if "not all" is replaced by "not most"--I
can't imagine how anyone could believe that your proposition would be
the best way of slowing the spread of AIDS.
