INTELLIGENCE GATHERING FOR GAY RIGHTS ACTIVISTS
On college campuses, the CIA routinely recruits bright,
young people into the world of intelligence.
The Department of Defense recruits them to become tomorrow's
military leaders.
The U.S. government and the military, in their long tradition
of homophobic bigotry, have sought to punish those universities
that have objected to the military's discriminatory policies
and who have attempted to prevent military recruiting.
Gays have long been accused of "recruiting" young people,
in the sense of attempting to turn heterosexuals into
homosexuals. Most gays believe that sexual orientation is
not significantly changeable, and that "recruiting" in that sense
is not really even possible.
However, there is another sense of "recruiting" that the
gay community should take more seriously- the idea of recruiting
young gay to work for the intelligence needs and defense
needs of the gay world community, instead for the benefit
of governments who treat them with contempt.
It is a much needed realization for the gay community, even to
understand that it *has* its own intelligence needs.
BEYOND "OUTING"
A strong case can be made that there have been good results from
the practice of "outing" closeted politicians who engage in
anti-gay crusading. Locating the closeted gays is a kind of
"intelligence gathering", currently done by few motivated
individuals.
This kind of thing could potentially be taken much further.
Consider the case of J. Edgar Hoover, the former FBI director
who was a closeted gay man. He was probably the most
powerful FBI director who had ever existed.
He was very often disliked, and many powerful people wanted
to get rid of him, yet he was a long-term survivor of both
Democratic and Republic administrations. JFK wanted to
get rid of him, but changed his mind when he learned that
Hoover had some embarrassing information.
Nixon also wanted to get rid of Hoover, but didn't, for similar
reasons- Hoover had files on everybody, and knew everyone's
dirty secrets.
Much of his information had to do with the sex lives of
political enemies. He was, in effect, doing a more expansive
and more sophisticated version of what contemporary gay activists
are doing in the practice of "outing".
There are lots of scandals and secrets that can be the downfall
of a politician, more than simply being a closeted gay. There
are shady financial deals, problems with drugs and alcohol,
illegalities of all sorts. To some degree, interest-group
spying on corrupt politicians would be acting as watchdogs of
society, in addition to being a means to promote a political
agenda. Our political enemies are doing this, all the time, and
we should "fight fire".
There is a concept of "corporate intelligence"- what companies
do to mimic the activities of the CIA- to gain knowledge of
competitor's secrets. We need the birth of a new concept,
another variation of this same theme, only for struggling
minorities. Call it what you will- "activist group intelligence"
or "citizen intelligence". It would help to crystalize and
legitimize the concept, if we could coin a name.
We need to know more than simply embarrassing information about
opponents. Just like the CIA, we need to know what kind of threat
our adversaries pose to us, and what are their intentions.
The more that we gained information, the more that we would
realize why we need raw information. We would discover how
much goes on, that we are not being told.
Yesterday's "paranoia" would often become tomorrow's
conventional wisdom.
In "Advocate" magazine, during the last Presidential election,
there was a very interesting article by a gay man who
went "underground", posing as a Republican, working with local GOP
groups on Bush's campaign. He was able to relate some very eye-opening
examples of the kinds of attitudes and beliefs that were bandied about,
in private, concerning gays.
This fellow was not working as a mole for any organization. It was
just a small project that he undertook, entirely on his own. He was
not trying to sabotage any opponents. Yet, even his small contribution
provided insights that we otherwise might not have had. Sometimes,
gathering of intelligence in this way can be simply a good example
of the adage, "Know Thy Enemy".
It would benefit gay people to undertake something even more
ambitious- not just to spend a few months underground, but to
spend a lifetime, or a major part of a lifetime, underground.
Gay activists, in addition to "outing" closeted individuals, could
also try another strategy- trying the "turn" them, to change their
allegiances - another thing that intelligence organizations do,
all the time. You could raise the social awareness of a
potentially useful individual, and instill the sense of
self-respect that is missing. J. Edgar Hoover could have done
wonders, if he had a bit of self-respect, and had worked for us,
instead of against us. His self-hatred and twisted psychology
turned him instead into an American fascist.
Another whole world of possibility, for gays to make progress
in extremely conservative areas, is the concept of "stealth candidate".
Everyone is accustomed to politicians making promises on which
they do not deliver. When we are greatly outnumbered underdogs,
one of the next-best attempts is to have people who burnish their
conservative credentials as needed, long enough to get elected or
appointed to lifetime judgeship, then be free to follow
their conscience, and try to make some positive change.
THE ETHICS OF HAVING EYES AND EARS
Some gays have ethical objections to the practice of "outing",
saying that respecting privacy is more important.
At one time, the United States did not have any intelligence
agencies. There were, at the time, many people who objected to
the very idea of having an intelligence service, at all. This
sentiment is represented by the famous quote that
"Gentlemen don't read each other's mail".
Now, that quote is widely regarded as being preposterously naive.
We live in a world of dangers to our liberty and safety.
That consideration applies as much to the world's most disliked
minority- which is ourselves- as it applies to a superpower nation.
When the day comes that we are treated as equal citizens,
then respecting the privacy rights of our political enemies can
be regarded as the top priority. Until then, when people object
to such things as "outing", we perhaps should coolly inform them
that "outing" our worst enemies is considerably more civilized
than "offing" them.
Our enemies are using similar techniques. Richard Mellon Scaife
was instrumental in engineering Clinton's intern-affair scandal.
He was acting in no official capacity when he did this. He was
acting on his own, as a private citizen, yet he manipulated our
political system, with great effect.
Wouldn't it be poetic justice, if gays could dig up enough
damning information about someone like Scaife, himself- a major
bankroller for right-wing causes- to bring him down, much like
he brought down Clinton? He also has his personal foibles such
as alleged alcohol problems, and possibly even involvement in
murder.
Another good example of how a well-placed mole can bring down
a corrupt politician, is the case of "Deep Throat", the
high-ranking FBI official who assisted the Washington Post with
information about President Richard Nixon. Nixon was also,
by the way, a virulent homophobe.
We should not wait for more "Deep Throats" to come to us and
to offer helpful information- we need to go looking for them.
Even more than that, we need to become and to manufacture
our own "Deep Throats".
J. Edgar Hoover knew that Washington, D.C. was always rife with
indiscretion, as a natural state of affairs, in both parties.
What happened to Nixon and to Clinton can happen, potentially,
to a great many of our politicians.
To survive, we need eyes and ears. Currently, we are mostly
blind. We have taken the first baby steps toward doing what is
essentially the business of spies.
There is today a contrived straw-man known as "conspiracy theory".
The ridicule draws attention away from a great many real conspiracies
of our unspeakably corrupt political elites. If we had better
eyes and ears, we would have less need for "conspiracy theory"-
we would have inside knowledge.
With that knowledge, we might realize that we have larger
problems than simply politicians who oppose civil rights
legislation. We might discover that we are living in a country
where political murders are occurring regularly. We might not
need to debate any longer, whether the vaccines given to gay men
by our government in the late 1970s had been deliberately
contaminated with HIV.
FERTILE RECRUITING GROUNDS
Recruiting of lifetime moles means that we must turn attention
to the universities.
There are lots of ways that you can insinuate yourself into
university life - sometimes simply through contacts that
you maintain, or through alumni activities, adult courses,
industry liaison groups, overlapping social organizations, etc.
A gay activist could take advantage of such opportunities
to do exactly what the DOD and CIA do: go talent-scouting
for the best and brightest, and persuade them to join
your cause.
People of college-age, much of the time, are like leaves
drifting in the wind, with little idea of what they should do.
They sometimes have identity crises, and can be highly
impressionable. The often go through "youthful rebellion",
which with the mentoring of a more experienced person can be
steered and channeled into more productive purposes.
Some might cringe at a possible exploitative or cynical tinge
to this work, but it is better that young be exploited for a
good cause- their own self-interest and their own community-
than to be brainwashed into thinking that they are doing a noble
service by joining a military that holds their very lives in
contempt.
In a society where the media, the politicians, the culture,
the religion, the sense of history, the popular myths- the ideas
permeating almost every corner of our lives- are dominated by
forces that are largely indifferent to us, it takes decades for
gays to learn the full scope of their own oppression.
Information that is unflattering about America, or about the
Catholic Church, or about nearly any religion, is rarely a
subject of in-depth focus. Real perspective- the damning depth
and detail, the connecting of the dots- comes in bits and pieces,
in occasional crumbs, over the course of a lifetime.
We need to accelerate that timeframe, by aggressive mentoring.
Many young people might decide to live their lives differently,
and adopt a different philosophy, if they understood at age 22,
everything that they would later understand at age 55.
HOW MENTORING COULD MATTER
I once had a job interview with the National Security Agency,
when I was a young and naive college student. I had not
realized, at the time, that they were going to ask polygraph
questions about homosexuality. At the time, there was no such
popular term in the vocabulary as being "out". The question was
eye-opening, angering, and embarrassing. The NSA concluded that
I must have been "nervous", and later offered to fly me back out
to Fort Meade to take it, which I declined.
I was not trying to "penetrate" the NSA, which was for me,
at the time, just one more job interview.
With a more experienced adult mentor, I might have
1) been fully aware of what to expect, and 2) been able to train
and condition myself to beat the polygraph [1], much as the spy
Aldrich Ames had successfully beat polygraph testing.
Now, of course, there are gay groups at institutions like
the NSA, the CIA, and Los Alamos Labs [2]. I once toyed with
the idea of trying to locate some of these people, and trying to
raise their consciousness, and politicize them, but I did not
pursue this idea. From what I could see of at least one of
these groups, they sounded like very idealistic, harmless sorts.
It is not in the character of the NSA and CIA to be
touchy-feely and kind-hearted. Why do they have such groups?
There are right-wingers, I assure you, who resent the existence
of such groups and would like to get rid of them [3].
After listening to the condescending attitudes from the Republican
party's favorite paper, the Moonie-owned Washington Times,
you might start to see why covert infiltration for our own purposes
might be a better choice than friendly support [4]. To most of
the right-wing, any expression of support or inclusion,
any granting of civil rights or equal benefits, is horrifying.
Gays should realize the same. I do not doubt that the kind of ideas
that I am expressing- that we should spy- would horrify some gay
activists who worry that this would set us back, invite
new witch-hunts.
To them, I say that we have more to gain than to lose by setting
our sights on this. A passive stance is like blood in the
water, to the sharks. We need to expect that our battle for
equality will involve high-stakes risk.
I suspect that the intelligence organizations allow gay groups
to exist, is partly so that they can identify people, and keep an
eye on them. That is a cynical thing to believe, but these
organizations, very often, also conduct themselves with great
cynicism.
However, I believe that the groups are also there in large part
because the NSA and CIA know very well they they *cannot* keep
all gays out, no matter what kind of witch-hunts that they might
have. They realize, better than the public, how the worst
disasters of all, and the most difficult to prevent, would be
"inside jobs". They are not really friendly to our cause.
I believe that they simply realize how unwise it is, to make
unnecessary enemies, when you already have plenty enough of
other enemies with which to deal.
They have a wisdom that the Republican party does not yet have:
that a bit of decency is your best defense.
ADVANTAGES FOR THE YOUNG
College students have a wonderful advantage in working
as moles - they often have no paper trails to reveal either
their sexual orientations or their political views. This is the
time of life at which the choice of "lifetime underground" is
still feasible.
It is an irony, that in a time when the gay movement mostly
encourages people to "come out", it would be greatly advantageous
to have smaller numbers of people who go deep enough underground
that they have "marriages of convenience", not in the spirit of
the old days, simply to advance careers, but now as a cover for
moles who are going to attempt to infiltrate the corridors of
power, and become our "eyes and ears".
Nothing sets the average heterosexual or average Republican
so off-guard as a picture of the wife and kids on the desk,
the talking of sports over a beer, the wholesome images
Boy Scouts and PTA, the going to church every Sunday.
A charming Achille's heel of many straight homophobes
is their confidence that a homosexual is easily identifiable.
CULTURE SHOCK AND RADICALIZATION
There is a phenomenon of middle-class complacency that has
sapped much vitality from the gay movement. It is a sad truism
that many people are willing to live with compromises to their
human dignity, as long as they are materially comfortable.
That is human character, not anything unusual in gays.
There are exceptions to the rule- figures as far apart in
the spectrum as Martin Luther King and Che Guevara-
who managed to give up the seduction of middle-class
creature-comforts in order wage battles for social justice.
From where do we get our world-shakers?
There is another phenomenon, already underway, that I believe
will only become more pronounced in time, and produce individuals
who are willing to battle with more radical commitment.
That is the phenomenon of cultural homogenization and
"culture shock".
Of course, gays in San Francisco or New York might feel that
conditions are merely annoying, not really intolerable or
worthing fighting over, in a literal sense. They are, at least,
no longer treated as criminals. In their small, parochial worlds,
they will not be treated any longer with open contempt by most
of their local leaders.
They know that young gays growing up in places like Alababma and
Mississippi can still go through hell, but the urban sophisticates
mostly dismiss those areas, as if they were part of some very far-off
and irrelevant world.
Even less do they dwell on places like India, where gays are still
subjected to a threat of life in prison.
This brings us back considerations of the university environment-
a place where young people from many different cultures,
from all over the globe, can come together.
If you were perhaps from a small town, with its typical
prejudices, where there was no such thing as an openly gay,
adult role model, do you recall how it was, when you went
off to college? Suddenly, you were thrust into a different
world, with different perspectives. You began to realize how
backward your home environment really was, how unfair,
nasty, and unnecessary were the attitudes that had been
so taken for granted. You began to develop a contempt for
the environment in which you had been raised.
That is no doubt even more true, today. There are very few
young people, raised in a world of Deep South small-town, who
will live forever isolated in a world of Deep South small-town.
More importantly, there will be young Islamic gays, young
people from China, from India and other places where gays
are treated even worse than in any part of the U.S.
They could all undergo a similar culture shock, seeing the
extreme contrast, how different things can be.
You might think that people who are the most oppressed
would naturally be the ones most willing to fight.
Unfortunately, that is not always true. Often times, those
who are most seriously oppressed are so heavily brainwashed,
that they see their own oppression as something legitimate.
I recall, for example, reading of a young Muslim gay man
who opined that homosexuality should remain as a crime.
He said that he prayed every day to Allah, to "cure"
his homosexuality.
He is a more extreme example of the same tendency shown
by a young Republican in Massachusetts who said that gays
should not be allowed to marry, because that would be offensive
to the religious sensibilities of others. He had respect
for religion, even in its bigoted superstitions, but had
little respect for himself.
There are even more extreme examples, historically, such
as a black women, in the days before the United States
Civil War, who sued in court for the right to remain as
a slave. She said that slavery was all she had ever known,
and that she preferred to remain a slave than to be free.
A great many people who have been beaten down into such
twisted perspectives will never be able to leap the
huge chasm, and come fully to the other side, where they
can comprehend what has been done to them.
But, there will be some who can make that leap.
An ambitious, radical visionary who understood this
would realize that the university environment
is a heaven for the leveraging of culture shock.
It could be a recruiting grounds, to find motivated fighters who
are not corrupted by middle class complacency.
Your job would be to get into the ears and into the heads of
young students from China, from India, from Russia, and to try
to make this effect. You would not come on too strongly, too
much at once. You would try to get them to realize, in small
degrees, that their native cultures are not worth of
sentimentality, if they refuse to change, but are intolerable
and in need of profound change.
You would try to instill a self-respect and get them to realize
how society has not taken them seriously, and as a consequence,
they have been conditioned not to take themselves seriously.
You would try to get them to experience the taste of
freedom, not only so that they will be unwilling to go back, but
also unwilling to allow the rest of their kind who cannot escape,
simply to languish under existing conditions.
You would try to get them to lose their sense of identification
with their native cultures, and to identify instead with a
more-welcoming, global gay network, as the real culture that
deserved their allegiance.
In the past couple years, I travelled to England to meet
with a young Russian student who was studying nuclear
quadrupole resonance spectroscopy. I had met him on the
internet, and had lengthy conversations (another good way
to interact with people in far-off places). I had once
assisted him with improving the English presentation
a research project - another helpful sort of thing to
offer to foreign students who are not completely
proficient in the language.
He was planning to marry, which is not in my experience
something that is normally a wise life-plan for people
with gay interests, but obviously for purposes of
this essay, this tendency in other cultures is filled
with advantage.
I also travelled to India, where I met young people,
studying in my field, who were very eager to make some
American contacts. Anyone scouting in the universities
should realize- there will be people who, for their
own self-interest, are as motivated to meet you,
as you are to meet them ("networking", a nice buzz-word).
Sometimes, in the American South, I have experienced the
attitude that gay rights is the work of Yankee interlopers, who
don't understand Southern ways and culture, and stepping on the
toes of people who are deeply possessed of their own sense of
righteousness.
The most fiery radicals, however, will not turn out to be
from New York or San Francisco. No one will turn out to be
more fearsome combatants for places like the Deep South,
than their own native sons.
These will be the people who have gone through hell, and
are willing to do anything.
Even more than from small towns in the American South, the real
radicals will ultimately come from places like Bangalore, India,
or Tokyo, Japan, or Bejing, China, or Kaliningrad, Russia.
FROM ESPIONAGE TO ACTION
Initially, the mission of the CIA was supposed to be primarily
for the gathering of intelligence data. As time passed, they
took on more action-oriented role as a covert paramilitary.
If gays embarked on a strategy that mimicked the activities of
intelligence organizations, the same question would inevitably
arise. Should it be limited to an information-war, or should
it also leave open the possibility of direct action?
There are a great many possibilities along these lines, to suit
nearly anyone's taste, from the perfectly legal, to things that
might be very much ethically justifiable, but quite illegal.
It is not against the law to pretend that you are heterosexual,
when you are not. It is not against the law to apply for
employment at any particular institution.
Gays could probably make great strides in activities that
are perfectly legal, but inevitably there would be much more
that could be accomplished by things that are at the borderline
of legality, or blatantly illegal- like the planting of
electronic eavesdropping equipment.
Probably, the more that gays learned about the secrets of
our ruling elite, the more that they would realize the need
to bend rules and engage in action, in order to have any
credible chance of fight back, effectively.
It is not necessary even to have any specific agenda in mind,
if young gays in our universities were to decide to live
an underground life, trying to get jobs and work their way up,
in the Republican party, the Defense Department, the CIA, the NSA,
Los Alamos Labs, Sandia Labs, etc.
The more technical knowledge and capability that we have,
the more protection that we have against any possible government
abuses. We do not need to be "plotting" anything. It is just
a wise thing, to have as much capability as possible,
and to be ready.
FLEXIBILITY
There are varying degrees of sophistication that are possible,
along these lines. We would not need the ultimate degree,
in order to obtain some benefit. We already *have* obtained
some benefit along these lines. The question is,
"How much more can we do?"
Central organization is not possible, but is not really even
desirable. This is not kind of thing, can you advertise in a paper,
or hold large group meetings. It is best done quietly,
with smaller, independent cells, making and pursuing their own
plans.
The information-war doesn't necessarily need a cast of thousands.
"Deep Throat" was a single, well-placed individual who changed
history.
Contrary to popular wisdom that most of our progress comes
accumulated, small contributions of many people- there is
another side to the coin. Some of our most dramatic progress
might come from the bold strokes of small handfuls of
visionaries, who manage to put themselves at the
right place and time.
FEASIBILITY
There is no doubt that gays can fight.
Long before "Don't Ask, Don't Tell", when the DOD was even more
openly hostile to gays, destroying lives by the thousands,
giving gays dishonorable discharges and stamping their permanent
records with "sexual deviant", I nonetheless knew many gay men
who served in every branch of the Armed Forces. There is no
question of whether gays *can* fight. They *did* fight, in places
like VietNam, which is more than you can say for many homophobic
big-mouths of the Right.
The question is, can gays fight more often for themselves,
instead of fighting for their oppressors? "Gays in the military"
are somewhat reminiscent of slaves who fought loyally by their
masters' sides, instead of fighting for the Union.
It is not really a debatable issue, of whether gays could
conceivably work their way into positions where they could gain
the most sensitive of information. The answer really is in
past tense- this *has* happened, before. The only thing that
would be somewhat new is to pursue this as a conscious goal,
and something planned in advance.
We can "infiltrate" also by means of family associations. Many
on the Right have had gay relatives, sons, daughters- Allan
Keyes, Robert Knight, Phyllis Schlafly, Randall Terry, John
Silber, Newt Gingrich, Sonny Bono, Jesse Helms.
Gays have worked as aides and staffers for many right-wing figures:
Bob Dornan, Pat Buchananan, Jesse Helms.
There is a gay Congressional aide to Rick Santorum, a Senator who
referred to gay sex in the same breath as "man on dog", and who
has complained that the Supreme Court should allow states
the ability to treat gays as criminals.
The daughter of the Vice President of the United States is
a lesbian. If that isn't a situation filled with potential,
what is? The problem is, the young woman is lacking in self-respect,
preferring to work for Daddy, and not to "embarrass" him,
instead of doing what would be best- to find the most damning
information about an administration that leverages bigotry against
her kind as its technique for getting out the vote.
Rev. Mel White of "Soul Force" was once a ghostwriter for
people like Oliver North and Jerry Falwell.
Rock Hudson was a friend of Ronald Reagan.
The only thing stopping these well-connected gays from being
an effective fighting force, is their twisted sense of loyalties,
loving relatives or friends who continue to stab them in the back.
They will be assistants to hate-mongers, some who are so utterly
vicious toward gays, that it might be better if they were
assassinated, much less assisted.
If that sounds "radical", please consider, for example: former
Congressman Bob Dornan, who shouted "Queer! Queer!" on the floor
of the House, also gave a keynote address for the Family Research
Institute of Dr. Paul Cameron, and had his picture taken with
Cameron. Cameron is a person who has openly suggested exterminating
gays. This is the type of connection is not even considered
important enough to merit a mention in the American media.
Dornan doesn't matter much, anymore, to gays, now that he
is fortunately out of office. But in those past years,
it would have been reasonable for gays to take a much
harsher attitude.
A "radical"-seeming statement would start to seem like
common sense, if the gay community had better eyes and ears.
Gays who have a long-range vision will realize that a
better-informed gay community will be a community that
starts fighting for its rights with a much greater energy.
The only thing standing between the vision of this essay,
and the practical implementation of that vision, would be
getting more of these many, well-connected people to see the
light and do their duty.
Just because a thing has not been seen before, does not
mean that it cannot happen. The key ingredients are already
there- they just need to come together.
IN CONCLUSION
College was an interesting time. Success was not always
predictable. People who seemed very ordinary, who I never
thought would go very far, even people who seemed a bit
like clowns, later became multi-millionaires, or
a group leader at Los Alamos labs, or industry leaders,
and names in the news.
Those who went the furthest were not always the brightest,
or even the best-connected. Those who went the furthest,
reached the furthest.
That is why we need to hope that the gay community will
reach the furthest, when it is reaching for its rights
and for its equality.

Similarly, the CIA has relied on polygraph examinations to
uncover moles, even though there is no empirical evidence that
they work. In 1978, for example, a 23-year-old watch officer in
the CIA named William Kampiles sold to the KGB atop-secret
manual explaining the technical operations of the KH-11
satellite system that is used over the Soviet Union. When the
CIA investigated, it discovered that there were at least 13
other missing KH-11 manuals. Kampiles had passed all his
polygraphs.

NSA sex month
Political correctness continues to assert itself within U.S.
intelligence. The supersecret National Security Agency,
which conducts electronic eavesdropping around the world, is
no exception. NSA notified its 40,000 employees this week
that June is National Gay and Lesbian Pride Month.
The disclosure of NSA's efforts comes as the agency is about
to get stripped of major funding power.
Not everyone at NSA agrees with the politically correct
effort. Some members of the agency question whether NSA
should be promoting the homosexual agenda.

Greetings, devils and peaceniks. After ten years of living in
beautiful, sunny Santa Cruz, California, I recently moved to Las
Vegas for a lucrative job opportunity -- a huge mistake. There's
nothing to do in Vegas but gamble, and I'm not a gambler. Not
surprisingly, I am trying to move out of this desert hellhole
back to that gorgeous university town overlooking Monterey Bay.
Wish me luck! Personally, I'm into politics, tournament-level
chess, Santa Cruz's thriving coffee shops and bookstores,
writing my book on liberal politics, running children's chess
clubs, and movies of all types (Hollywood and foreign, young and
old). I hope to make my site reflect more of these interests in
the future, but right now it's all politics at the moment,
because that's what I'm studying. Happy reading!
Liberalism Resurgent: A Response to the Right -- This is my
award-winning political site, which includes the long and short
FAQs on Liberalism, the Reagan Years, the Great Depression,
Government Success Stories and Free Market Failures, and much,
much more. My goal is to turn this into a one-stop reference
source for almost any common political arguments you need.
