windows based command line e-mail sending client?

I've got a need to script e-mails. Does anybody use/have/know of a smallish
windows based e-mail sending program?

I don't need an smtp server, and I want to avoid running one on the box
where this program will run... but instead want a utility that can send an
outgoing e-mail message to an smtp server running on another box.

I'd love to move this to unix but that's not possible right now.

Any recommendations?

Have you considered installing ActivePerl and configuring the SendMail
module to use the proper Case sanctioned SMTP server?

I have indeed considered perl. As to which smtp server is used that
question matters not. A close one means it's less likely to have a problem
getting to it.

I figured a self contained program would be easier for the non-perl
programmers who will be using it in their code.

Blat would probably be plenty to suit your purposes. Also, since I've
always been a fan of the *nix commandline utilities, have you considered
Cygwin <http://www.cygwin.com> ? Works great for me, and I get to have
pine in Windows.
