That's one of my gripes against Virginia DOT's plan to widen the
Capital Beltway: Yes, they own most of the right-of-way alongside, but
trees have either grown up alongisde the road in the past 35 years,
or, more often, are older growth. Removing them would be a depressing
exercise, and there would be no room to plant new ones as a buffer.
This is one of the reasons why the GW Parkway is such a nice drive,
instead of looking at sound barriers and strip malls, you see heavy
forest on one side and the river on the other. Very relaxing.
