What you'll mainly find in the area is Salvadorean-owned Tex Mex, but my 
favorite Mexican is Mi Rancho with locations in Germantown and Silver 
Spring. I'm surprised nobody mentioned that yet.

In Frederick, nearly as good is Mexicali Cantina on Patrick Street, west of 
downtown but before you reach the Golden Mile.

And as a previous poster mentioned, the Taco Bar on Russell Avenue in Old 
Town Gaithersburg would appear to be the most authentic Mexican around, it's 
just a little order at the counter place but it's neat.
